Trial Public Forum Ballot Debuts at Minneapple

APPLE VALLEY, Minn. — The Minneapple at Apple Valley High School will be using this trial ballot that has been designed by the National Forensic League.
“We want all participants at the MinneApple in Public Forum to see this in advance of the tournament,” notes Pam Cady Wycoff. “A survey will be conducted to see how judges and competitors like the formatting of the ballot. This ballot will be used at several tournaments throughout the season to see if it should be adopted as the final format.”

I like the ballot overall BUT I think that new evidence should not be allowed to be read in the final focus … I know this article isn’t about criticisms of it per se, but I’m throwing it out there.

I’m with Steve on the evidence issue…another big difference is that the time limit for the Final Focus now seems to be 2 minutes. That’s a fairly significant change, we’ll see how it plays out.

Steve and Joe – the NFL board voted to include the statement regarding evidence on the prototype ballots, and it also passed the change of time for final focus speeches to be 2 minutes — that will be in effect for Districts and Nationals. Some states have already codified the final focus change to prepare their students better for districts and nationals. You can read more about the Board’s changes in the November issue of ROSTRUM magazine.
As this article indicates, Pam Cady Wycoff will be seeking feedback on the ballots at her tournament.

I just realized I referred to the reading of evidence in crossfire statement that’s on the ballot. Steve’s statement regarding the final focus is interesting, too. Again, please share your feedback with Pam.

As a committee member this summer, the idea of the evidence change was talked about significantly. My argument for the change was that reading new evidence in the final focus was not addressed in the rules, so it needed to be addressed. The only thing the old rules stated was that no new argument should be made in the final focus. Several times ballots have come back to us that stated new evidence in the last two speeches was not allowed and would not be considered. I believe judges thought their was such a prescription to this effect in the rules.
I believe new evidence that answers an argument that came in grand crossfire would be acceptable. Normally, 1 minute precludes any evidence in the final speech anyway. It will be interesting how the evidence and time rule works together on this change.

As a debater myself (Am going to be debating in Applevalley) plus being a 2nd speaker it seems ok when answering a question but 2 bring it up and not giving the opponent a chance 2 rebute is very unfair.

Being able to read evidence in the final focus is insane. Any speech that does not have a rebuttal to it should not say anything new. POFO does some weird stuff, constantly.

I like the ballot but also am very much against the new evidence rule in the final focus – it is more of a crystalization speech rather than the clarification of new arguments – it’s abusive in that the first speaker would be at a disadvantage – I correlate the evidence as a violation to the LD notion of “new in the two” In LD would you want the last speeches to introduce new evidence? So why compromise the ethics of Public Forum?
