Hey, does anyone know how run off rounds work? Who decides which individuals debate?

Runoff rounds are decided my how many people past the 16 that are to break have a 5-2 record. For every person over 16 that has a 5-2 record there is a runoff round. For example, if there are 18 debaters 5-2 or better then the 15 and 18 would debate and the 17 and 16 would debate.
