New Public Forum TOC Qualifying Process Announced
LEXINGTON, KY - For the past several years, Public Forum Debate has been a part of the Tournament of Champions in a round robin format. At the Greenhill Fall Classic, J.W. Patterson publicized the new qualifying tournaments and process for the Tournament of Champions in Public Forum Debate. A list of qualifying tournaments is included. (In addition to the tournaments established, any tournament with fifty teams from five or more states will gain qualifying status.)
“In Public Forum we are switching from a round robin to a qualifying tournament. Unless otherwise noted, a team must have two bids to be fully qualified for the TOC. A team that has only one bid is eligible to apply for an ‘at-large’ bid.”
“A Public Forum team must win at least one elimination round to be eligible for a ‘ghost bid.’ For example, if a tournament breaks at the double-octos level and is a TOC qualifier at the octos level, and if teams from the same school meet in the octos round, a ghost bid would be awarded. If a tournament breaks at the octos level and is a TOC qualifier at the quarters level, if two teams from the same school meet in the quarters, a ghost bid would be awarded. On the other hand, if a tournament breaks to the octafinals and people from the same school meet in the octos, a ghost bid would not be awarded. In this case, since there was no double octos, the people meeting would not have won an out round and would not be eligible for a ghost bid.”

Previously Public Forum divisions at the TOC have been run as round robins.
